We are in the process of selling our home in Minnesota.

There is a door on the second level that goes out onto a flat roof.

The buyers are asking for a railing to be installed so the house will meet code for their USDA loan appraisal.

It's an old wooden door that opens in then an aluminum storm that opens out.

Would barricading the door from the outside so it could no longer be opened be an acceptable alternative to installing a railing?
I have concerns about penetrations in the flat roof and they are also asking us to lower the price a bit. Not having to install a railing would give us room to negotiate on the price.

Update - a local appraiser suggested replacing the door knob on the door with a double keyed deadbolt. This is the approach we plan on taking.

This sounds like door is merely access for maintenance of the roof and it was not designed as a traffic deck (leisure deck) and probably not structurally framed as such. Installing a permanent guardrail at the door opening is probably the best solution.
