Need some help with this one. Some sort of surge protector, but this jumper wire is what I'm questioning. The protector is dbl tapped into the main, then jumped to the other lug. I already know about the lines into the panel. It's a Frank Adams panel. Never saw one before.

Beats me what the jumper is for, I can tell you it's wrong. You've got enough stuff wrong in that panel to report numerous defects, including but not limited to, multiple conductors under lugs rated for one wire only, improperly protected conductors, improperly installed surge protector, missing cable protection at entry to enclosure. Recommend electrician review the entire installation and correct as necessary. I'd also recommend replacement of the entire panel, at least the breakers (Siemens fit I believe), since they are beyond normal expected life which is 40 years.

I don't think so as the older grey insulated wires are the feeder, and those are the hots. To the right looks to be the neutral.
