ice and water for gutter apron?

Ever heard of ice and water shield replacing gutter apron or drip edge? Saw this yesterday and it seems to me that the builder is trying to save a few bucks.
They didn't use drip edge at the gable ends either. It's just fascia wrap, and even that's a bit loose.

I & W shield instructions say it should not be permanently exposed to sunlight.

Also the manufacturer's instructions for asphalt shingles will most likely depict "metal drip edge" in their installation details.

Ice and Water shield could cost more than drip edge if they use the whole width of the roll and didn't cut it down...Never seen that before...
