For the wall, scrape the loose paint, wire brush the white salt/mineral residue and repaint.
The fix is to go outside and determine what the water source is which caused it in the first place. Once you know what the water source is, you correct that at the exterior of the house.

I'm not sure anyone could determine that by the pics. We'd have to be on-site and determine if there was any inward deflection.

This could be afew things on a block wall. Low spot on the outside which fills with water along the foundation after a heavy storm and a few days of saturation into the soil to blocked weep holes at the bottom of the wall under the floor which fill up faster than the weep holes can drain the water out of the cells in the wall. i would be inclined to write it up as possible water penetration/ advise to be monitored. IMO.
