Buyer contracts home inspection service to provide inspection report.

Home inspector sees something and suggests to Buyer that they enlist structural engineer A to review point in question. Structural engineer A is PE, LS, SECB structural forensic engineer. Engineeer A inspects property and concludes no problems...house is well-built.

Buyer then contracts second engineer B. Engineer B is PE. Comes out, does basically same inspection review and concludes extensive structural damage exists due to poor construction grading and preparation.

Buyer provides Seller with engineer B report, but not engineer A.

Question: when buyer contracts for additional inspections of the home, is buyer obligated to provide all reports?

Barring any local legal requirement, the buyer is never obligated to provide any 3rd party reports to the seller, so "No".
If the seller or owner refutes the claim or expert's opinion, they are able to retain their own expert or report.

FWIW, It's not al all uncommon to hire multiple experts and get different opinions for the same issue.
